In Japan, there are Shiei Zyutaku（市営住宅しえいじゅうたく）. The rent is cheap, but there are many requirements. I will focus on the main requirements and explain them clearly. In this article, I will talk about the case of Kobe city.
市営住宅 （しえいじゅうたく）Shiei Zyutaku
Municipal housing is the house for those who are in trouble in their house. Municipal housing is built by city or prefecture with government subsidy. If you meet the requirements, you can apply.
Application Period
As for Kobe city, recruitment is conducted every February, May, August, and November.
In 2023, the application period in August is from August 1st to August 8th.
Requirements
- You live in Kobe city, or your job place is in Kobe city
In the case of Kobe city’s public housing, one of the requirements is that you live in Kobe, or your job place is Kobe city.
- Requirements about the person who lives with you
If you live in a public house with more than one person, the people who live with you should be your spouse,or your or your spouse’s relatives within the third degree of kinship.
Those who can live in the public house alone are those over 60 years old, those with disability, or those who receive public assistance.
- Requirements on salary
Monthly income is 158,000 yen or less

- Requirements on the reason why you are in trouble in their house
Those who live in non-residential buildings such as warehouse or office or lives with other household and share a toilet and a kitchen with them can apply for public housing. Also, if you spend time for commuting more than one and a half hour one-way, or if rent is too high compared to income, you can apply for it.

After you apply, a lottery will be held. If you win the lottery, please submit the following documents.

- Kobe Municipal Housing Occupancy Permit Application Record (神戸市営住宅入居許可申請調書)
- Certificate of residence
You can get this certification in the ward office. If you have my number card, you can get it by copy machine at a convenience store.
- Certificate of income from citizen tax and prefectural tax(市民税・県民税所得証明書)
You can get this certification in the ward office, by mailing, or by online application. If you have my number card, you can get it by copy machine at a convenience store.
- Fact-finding Survey Report (実態調査書)
- commitment form （誓約書）
- Other documents that Kobe city designate
- Other documents that only certain people need to submit
県営住宅（けんえいじゅうたく） Kenei Zyutaku
A city or a prefecture manages municipal housing.
The housing managed by the city is called Shiei Zyutaku（市営住宅しえいじゅうたく）, and managed by the prefecture is called Kenei Zyutaku (県営住宅 けんえいじゅうたく).
To apply to Kenei Zyutaku, you have to meet some requirements. They are similar to Shiei Zyutaku’s one. In Hyogo prefecture, they recruit residents every month. Please check the website of Kenei Zyutaku, too.
